The U.S. Army Corps of Engineers' EM 385-1-1 manual sets the safety standard for USACE-administered projects and many DoD contracts — construction, environmental remediation, and service work on Corps-supervised sites. Contractors must meet it directly: it's separate from OSHA, and where it's more stringent, EM 385-1-1 governs.
